the election goes forward, spokesman Nick Velasquez said.

An Issa spokesman dismissed the appeal. "This is one more frivolous attempt to thwart the will of the people," Jonathon Wilcox said. "The recall is inevitable."

The recall drive needs county registrars to verify 986,874 signatures valid signatures through random checks. A Times survey of counties last week suggested that registrars were on a trajectory to meet that.

A new Times survey Monday of 26 of the state's 58 counties showed they should easily meet that goal. The 26 county registrars report receiving 95 percent of the signatures recall backers say they submitted statewide.

In those counties, only about 73 percent of the signatures have been checked. Yet, election officials in those counties have already verified 959,964 signatures.

With such a large number left to check, it seems almost certain the recall will qualify Wednesday.
